Предмет методологического исследования — описание нововведения в исследовательской практике для регулирования среды жизнедеятельности. Представлена cхема систематизации сведений и данных, необходимых для создания системы поддержки принятия градостроительных решений и взаимосвязи основных градостроительных процессов для разработки градостроительного информационно-коммуникационного портала (ГИКП), кратко схема СППР — модификация и генерация существующих методов исследования, в том числе связанных с ситуационными центрами, в основе которых научные школы организационно-деятельностных игр, организационного управления и методологии разработки информационных систем и концептуального анализа, системо-мыследеятельностной методологии.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. Проведены изучение, обобщение и анализ общемировых тенденций применения новых цифровых технологий (в том числе отечественных порталов (сайтов) для планирования и создания проектной документации с целью градостроительной трансформации территории и объектов), включая возможности искусственного интеллекта в сфере градостроительства для регулирования среды жизнедеятельности.</p></sec><sec><title>Результаты</title><p>Результаты. Предложен портал ГИКП для коммуницирования всех заинтересованных участников градостроительной деятельности (ЗУГД) по всем возможным типам (условно разделенным на: «Власть», «Бизнес», «Общество», «Индивид»). Научную основу такого коммуницирования составляют сформированные предикаты соотношений заказчиков градостроительной трансформации территории; а также три кванторные формулы для принятия градостроительных решений по различным видам градостроительной трансформации территории. Логические взаимосвязи между такими формулами представлены в виде предикатов: первый — общее выражение для принятия градостроительного решения на территории; второй — частное выражение для принятия градостроительного решения; третий — выражение о существовании градостроительного решения, для которого учтены один или более релевантных факторов каждого ЗУГД, относительно одного или нескольких признаков территории, для которой осуществляется поиск градостроительного решения на территории.</p></sec><sec><title>Выводы</title><p>Выводы. Представлена гипотеза об описании взаимодействия для ЗУГД, в том числе для улучшения и защиты работы градостроителя в виде схемы СППР, которая может лечь в основу создания предложенного цифрового инструмента. ГИКП — это научно обоснованный портал с использованием возможностей искусственного интеллекта (веб-сайт и/или мобильное приложение), который предоставит пользователям доступ к специальной программе системы поддержки принятия решений с использованием сквозных цифровых технологий, включая веб-картографию, ГИС и др.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction. Scheme for systematizing information and data required to create an urban planning decision support system and interrelating the main urban planning processes for developing an Urban Information and Communication Portal.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. The Scheme DSS in Urban Planning is a modified and generated version of existing research methods. It is based on scientific schools of organizational-action games, organizational management, methodology of information systems development, and conceptual analysis, as well as system-mind-action methodology related to situation centres.</p></sec><sec><title>Results</title><p>Results. The study formed predicates of relations. The Urban Information and Communication Portal includes stakeholders from four groups involved in urban planning activities: “Public authorities”, “Businesses”, “Communities” and “Property owners”. In addition, quantifier formulas are used to make urban planning decisions for different types of territory transformation. The logical relationships between these formulas are presented in the logic of predicates. The decision-making process for urban planning on a specific territory is expressed in formula 1. The expression formula 2 is used to make an urban planning decision, while expression formula 3 confirms the existence of an urban planning decision. This decision takes into account the relevant factors of each stakeholder involved in urban planning activities and considers one or more attributes of the territory.</p></sec><sec><title>Conclusions</title><p>Conclusions.
